Skopje 2028, Open call for National and International experts In evidenza

The Foundation “Skopje – European Capital of Culture 2028” is launching an Open Call for Expressions of Interest for the selection of independent national and international experts – evaluators, to establish the Register of Independent Experts – Evaluators of Skopje 2028.

Selected experts will be engaged, according to the needs of individual calls for proposals, to conduct independent, objective, professional and impartial evaluations of project proposals submitted under the programme lines and public calls for the implementation of the artistic and cultural programme of “Skopje 2028”.

Who can apply?

The Call is open to independent professionals and experts from North Macedonia and abroad who have: at least 5 years of relevant professional experience; excellent written and spoken English language skills; the ability to work with digital tools and online evaluation platforms; professional independence and no conflict of interest.
Particular consideration will be given to experts with experience in European Union programmes, Creative Europe, European Capital of Culture (ECoC), international cultural cooperation, grant schemes and independent project evaluation.

Areas of expertise

Experts are sought in a broad range of fields, including: contemporary and visual arts; performing arts and music; film, audiovisual and multimedia arts; digital and new media; literature and publishing; cultural heritage and museology; architecture, design and urban development; cultural and creative industries; cultural management and cultural programme development; European cultural policies; international cultural cooperation; cultural project development and management; new technologies and artificial intelligence; education and research; evaluation of projects funded by the EU and international donors; urban development and public space; cultural and creative tourism. Scope of engagement

Depending on the specific call for proposals, experts may be engaged to: independently assess and score project proposals; prepare Individual Evaluation Reports (IER); participate in consensus meetings and evaluation panels; assess project budgets and value for money; perform other professional tasks directly related to the relevant evaluation cycle.

Evaluations will be carried out according to predefined criteria and methodology, including relevance to the programme, European dimension, artistic quality and innovation, implementation capacity, audience development and community engagement, sustainability and legacy, and budget and value for money.

Application documents

Interested candidates must submit the following documents in English:

Professional CV, preferably in Europass format or an equivalent structured format;
Motivation letter – maximum 550 words;
Portfolio or list of relevant references;
Signed Declaration of Independence and Absence of Conflict of Interest;
Statement/confirmation of accuracy of information and consent to the processing of personal data.

Call publication: 18 August 2026
Application deadline: 17 September 2026
Notification of selected experts: by 10 October 2026

Important information

Inclusion in the Register does not constitute an employment relationship with the Foundation and does not guarantee a specific assignment. Experts will be engaged according to the needs of the programme and individual calls for proposals, their expertise, availability and absence of conflict of interest. Each specific assignment will be regulated by a separate contract.

The Call is open to both national and international experts.
