Skopje 2028, Open call for professional experts

The Foundation “European Capital of Culture – Skopje 2028” announces an Open Call for Expressions of Interest for the selection of domestic and international independent professional experts who may be engaged to provide advisory, professional and programme support to the “European Capital of Culture – Skopje 2028” programme. Application deadline: 19 September 2026.

The purpose of the Call is to establish a Register of domestic and international independent experts from which the Foundation may select and engage experts according to the needs of the programme, their areas of expertise and the specific type and scope of the assignment.

Who can apply?
The Call is open to domestic and international individuals with: at least 5 years of relevant professional experience; demonstrated experience in the development, management, curating, production, implementation, advisory support, monitoring or development of cultural, artistic, creative or related programmes and projects; relevant expertise in at least one of the areas listed in the Call; good command of English; appropriate digital competencies for communication and work in a digital environment; independence and absence of any actual, potential or perceived conflict of interest.
Experience with European Capital of Culture (ECoC), Creative Europe, European or other international cultural programmes and projects will be considered an advantage.

Areas of expertise
The Foundation will select experts in 12 areas of expertise, which may be applied horizontally across all five programme lines of “Skopje 2028”: artistic programming and curatorial practice; contemporary arts and interdisciplinary practices; European cultural cooperation and international partnerships; community development and community engagement; social inclusion, diversity and accessibility; youth, participation and volunteering; cultural mapping, cultural ecosystems and cultural zones; culture, urban development and public space; cultural heritage, living heritage and heritage innovation; creative industries, cultural entrepreneurship and creative economy; cultural tourism, hospitality and destination development; audience development, sustainability, monitoring, impact and legacy.

What may the engagement involve?
Depending on the specific assignment, experts may be engaged for: advising on the development and improvement of programme concepts and programme lines; providing professional recommendations on the quality, relevance and European dimension of programme content; proposing artists, curators, cultural professionals, organisations, institutions and international partners; developing and strengthening European and international partnerships and co-productions; advising on the involvement of local communities, young people and different target groups; advising on audience development, cultural participation, inclusion, accessibility and sustainability; advising on cultural mapping, public and alternative spaces, urban development, tourism and creative industries; advising on digital and innovative approaches, monitoring, measurement of results, impact and legacy;
participating in working meetings, programme sessions and consultations; preparing expert opinions, analyses, recommendations, concept documents and other materials in accordance with the specific assignment.

What is required to apply?
Interested candidates should submit the following documents in English: Professional CV – in Europass format or an equivalent structured professional CV; Motivation letter indicating the area(s) of expertise for which the candidate is applying; Portfolio and/or list of relevant professional references;
proof of relevant professional experience, where applicable; Declaration of independence, impartiality, confidentiality and absence of conflict of interest; Statement/confirmation of the accuracy of the submitted information and consent to the processing of personal data.
