Rouen 2028, Hanover and Aveiro officially support

For the past few months, Rouen Seine Normande 2028 has been working with certain European cities. These friend-towns make the candidature for the label European Capital of Culture 2028 a truly European project. Europe Day, on 9 May, will be the occasion to highlight this aspect.

On 12 October 2022, a Rouen delegation was in Hanover to sign a memorandum with the German city. The document sets out the framework for increased dialogue and cooperation between the two cities, most especially as part of the Rouen Seine Normande 2028 bid for the title of European Capital of Culture. It explicitly cites Hanover’s support for Rouen Seine Normande 2028, European Capital of Culture.

Konstanze Beckedorf, Culture Department Director for the City of Hanover, described the importance this signing holds for her and her city: “We are facing serious crises, making it crucial for us to strengthen our relationships in Europe. We support you in your bid for 2028. We have gone through this experience ourselves and, although we did not earn the title, we were still winners, because the bid (2025) gave us a new approach to culture, which has contributed decisively to the city’s unity, to stronger ties with Europe. Our two cities aspire to peace, to tackling climate change. We therefore stand with you and this, too, is the meaning of the memorandum we are signing.”

Sileymane Sow, Deputy Mayor of Rouen who oversees the economy, trade, attractiveness, and international relations, represented the aspiring ECOC city and had this to say: “I am thrilled about this important signing occasion and I know it will strengthen ties, old and new, between our two cities.”

A few days later, the Rouen Seine Normande 2028 team was in Aveiro, Portugal, for the latest meetings of Culture Next, an informal mutual-support network that promotes friendly exchanges and collaboration between European cities that are or have been candidates for the title of European Capital of Culture. Culture Next meetings are a chance to gain insights from other cities based on their ECOC experiences. Aveiro is bidding to become a European Capital of Culture in 2027.

Aveiro is also where the 2022 France-Portugal Season – a year-long cross-cultural celebration – comes to a close, having begun in Rouen with a fado concert at the Chapelle Corneille. The end-of-season concert in Aveiro will feature three young people from Rouen: trumpeter Anselme Loue, cellist Lily Causse and clarinetist Florent Teixeira.

In another expression of this collaboration, Norman poetess Mélanie Leblanc, a well-known supporter of the Rouen Seine Normande European Capital of Culture 2028 bid, was invited to the Aveiro book fair.

These cultural interactions are early displays of a relationship made closer still by the memorandum jointly signed by Rouen’s mayor, Nicolas Mayer-Rossignol, and his Aveiro counterpart, José Ribau Esteves when they met in the Portuguese city on 15 October 2022.

Since the origins of the programme in 1985, over 60 towns have received this label, including four French cities: Paris (1989), Avignon (2000), Lille (2004) and Marseille (2013). In 2028, another French city will be selected, alongside a Czech town and a non-member city.
