Leeds2023, a call for a Research and Evaluation Partner

LEEDS 2023 will be an explosion of colour, noise and brilliance that will show the world in the city and the city to the world. They’re on the hunt for a Research and Evaluation Partner to help they measure the impact their extraordinary Year of Culture – pre, during and post 2023.

Their journey began in 2015 when the city originally decided to bid to be European Capital of Culture in 2023. After a lot of hard work across the city, hopes were dashed at the last minute when UK cities were banned from entering following the country’s vote to leave the EU. But that wasn’t going to stop they. With cross-party support, the backing of more than 20 local businesses and a public poll in the Yorkshire Evening Post, the city collectively said, “Let’s do it anyway!

Together with their partners, LEEDS 2023 aims to play an active role in the city and region’s recovery, building confidence and lasting economic, social and health benefits. LEEDS 2023 is one element in the ongoing process of change of the city and wider West Yorkshire region. It is a city transformation programme with a strong focus on co-creation, participation and addressing social inequalities.

With the commitment of Leeds City Council, their mission is to deliver a transformational year of creative experiences that will bring they together and change Leeds forever and for the better.

They are looking for their main Evaluation Partner to work with they and create a robust and comprehensive Research and Evaluation framework with a programme of monitoring and evaluation activity that demonstrates the change and difference that their Year of Culture makes. They welcome partnership proposals that include full or part value-in-kind sponsorship and they can offer back benefits packages relative to the value of this support.

They require their Evaluation Partner to develop a holistic and detailed Evaluation and Research Framework with a roadmap for reviewing LEEDS 2023 pre, during and post Year of Culture. Their  approach to commissioning the component parts of the evaluation is interative and phased, according to their needs, capacity, and resources.

The deadline for the submission of Expressions of Interests is 13 September 2021.
