This year Russia has its first Capital of Culture. It is the city of Nizhny Novgorod. The news was leaked by Tass in the past weeks and was confirmed by one of the leading experts on European capitals of culture, Steve Green, who in his eighth report published on the site lists the capitals of culture around the world.
Despite many domestic political problems and despite the war in Ukraine, the Cultural Capital of the Year competition was held in Russia for the first time.
It will be held annually and cities with at least 250,000 inhabitants are invited to participate. According to the organisers, they excluded Moscow and St. Petersburg from the list of participants in order to create a level playing field for all contestants. Representatives of these megacities serve as co-organisers and experts.
The head of the Nizhny Novgorod region, Gleb Nikitin, thanked all those who cast their votes in the popular vote, Tass reported.
In his opinion, the region's candidature was compiled by a large team of specialists. Projects in the cultural and educational spheres that will be implemented in 2024 were nominated in the competition.
Nikitin added that the programme proposed by Nizhny Novgorod will include 150 events. He promised that the events will be interesting for both tourists and local residents.
In 2023, the city was awarded the status of the Youth Capital of Russia, in 2022 that of the New Year Capital.
Steve Green: “The main news this year is Russia´s first Capital of Culture. Despite destroying Ukraine´s cultural infrastructure and killing thousands of Ukrainians in its illegal war of aggression Russia attempts to show “business as usual”. The competition was open to cities over 250,000. Selection has a novel twist: an online public vote, followed by a public presentation to an expert panel. The general criteria were: “Experts assessed the preservation of historical and cultural heritage, the level of development of the urban environment, theatres, museums and archives, education and enlightenment, the introduction of innovations and creative industries.” Nineteen cities put in bids leading to a shortlist of eight: Grozny, Kaliningrad, Nizhny Novgorod, Novosibirsk, Samara, Tomsk, Cheboksary and Chita. Nizhny Novgorod topped the poll with 189,151 votes, 2,000 ahead of Samara. The city is preparing a programme of around 150 events (well worth a read). Unexpectedly, Grozny the Chechen capital, was appointed as the 2025 title holder by the president of the organisers (a member of the Duma and under Western sanctions). It was a very controversial announcement. Several of the other shortlisted cities vented their surprise and anger at this impromptu decision. With the war continuing both Nizhny Novgorod and Grozny are to be boycotted. (No normal activity in an abnormal situation). The long standing regional Capital of Culture in Krasnoyarsk goes to Uzhursky”.

Nizhny Novgorod, colloquially shortened to Nizhny, from the 13th to the 17th century Novgorod of the Lower Land, known from 1932 to 1990 as Gorky is the administrative centre of Nizhny Novgorod Oblast and the Volga Federal District in Russia. The city is located at the confluence of the Oka and the Volga rivers in Central Russia, with a population of over 1.2 million residents, up to roughly 1.7 million residents in the urban agglomeration.
Nizhny Novgorod is the sixth-largest city in Russia, the second-most populous city on the Volga, as well as the Volga Federal District. It is an important economic, transportation, scientific, educational and cultural center in Russia and the vast Volga-Vyatka economic region, and is the main center of river tourism in Russia. In the historic part of the city there are many universities, theaters, museums and churches.
The city was founded on 4 February 1221 by Prince George II of Vladimir. In 1612, Kuzma Minin and Prince Dmitry Pozharsky organized an army for the liberation of Moscow and all Russia from the Poles and Lithuanians. In 1817, Nizhny Novgorod became a great trade center of the Russian Empire. In 1896, at a fair, an All-Russia Exhibition was organized. During the Soviet period, the city turned into an important industrial center. In particular, the Gorky Automobile Plant was constructed in this period. Then the city was given the nickname "Russian Detroit". Shortly before the dissolution of the Soviet Union the city was renamed Nizhny Novgorod once again. In 1985, the Nizhny Novgorod Metro was opened. In 2016, Vladimir Putin opened the new 70th Anniversary of Victory Plant, which is part of the Almaz-Antey Air and Space Defence Corporation.
The Kremlin – the historic center of the city – contains the main government agencies of the city and the Volga Federal District. The demonym for a Nizhny Novgorod resident is “нижегородец” (nizhegorodets) for male or “нижегородка” (nizhegorodka) for female, rendered in English as Nizhegorodian. Novgorodian is inappropriate; it refers to a resident of Veliky Novgorod. Nizhny Novgorod was one of the host cities of the 2018 FIFA World Cup.
