A culture truly for all. And cultural services for all. In 2026 Oulu will be the European Capital of Culture. And well has the organizing team done to devote a part of its activities to social inclusion in many different aspects.
It was certainly not easy and it is certainly not easy to move in this direction because it requires time and human and financial resources. But inclusion represents and must increasingly represent one of the priorities of the European Capitals of Culture programs.
Because, as repeatedly pointed out in bidbooks, culture is care.
The Equal Oulu2026 project has published A guide to promoting diversity in cultural services. It provides fresh insights and engaging practical examples to enhance diversity and accessibility.
“There are plenty of guidelines available for promoting diversity and inclusion. This guide complements existing materials by offering practical tips and successful case studies,” says Project Manager Anna Litewka-Anttolainen from the Equal Oulu2026 project.
Inclusion enhances people’s well-being, fosters trust in others, strengthens social cohesion, and helps prevent marginalization. However, lack of inclusion remains common, and communities must actively work toward equity. Discriminatory structures must be identified and dismantled, skills to promote diversity must be improved, diverse voices should be boldly defended, safe spaces and opportunities must be created for everyone. This guide was produced as part of the Equal Oulu2026 project, which aimed to promote diversity and strengthen the inclusion in Northern Ostrobothnia and Kainuu. The project was co-funded by the European Union.
Equal Cultural Services belong to all
Inclusion increases people's well-being and trust in other people, attachment to society and prevents social exclusion. Lack of participation is common and communities need to work towards real equality. Discriminatory structures need to be identified and dismantled, competence to promote diversity improved, plurality defended boldly, and safe opportunities for participation created for all.
This guide was compiled in the Equal Oulu2026 project, which aimed to promote diversity and strengthen the inclusion of minorities in Northern Ostrobothnia and Kainuu. The project is co-funded by the European Union.
