Larnaka 2030, Open calls: General director and Communication manager

There are still a few days left to apply for the two positions advertised by Larnaca, Cyprus' European Capital of Culture for 2030. Specifically, the positions of General Manager and Communications Manager are still open. Both calls for applications close on 30 January 2026.

General Director
The General Director is the chief executive of the Larnaca 2030 Organisation and has overall responsibility for strategic leadership, administrative and operational operations, sound financial management and institutional coordination of the programme.
The Chief Executive Officer ensures the full implementation of the vision, objectives and commitments outlined in the Larnaca 2030 Bid Book, in accordance with European Commission guidelines, national legislation and the principles of transparency, sustainability and public accountability.

Some of the main responsibilities of the Chief Executive Officer are:

• Leading and managing the Larnaca 2030 organisation, including administration, finance, legal, human resources and other functions;
• Overseeing the implementation of the Bid Dossier, translating strategic commitments into specific operational plans;
• Ensuring sound administration, financial management, budgeting, procurement procedures, financial reporting and controls, in accordance with national and European regulations;
• Developing internal governance structures and transparent internal processes;
• Coordinates relations with the Municipality of Larnaca, state authorities, the European Commission and supervisory bodies;
• Represents Larnaca 2030 at local, national, European and international level or wherever required by the institutional framework
• Develop partnerships with cultural organisations, educational institutions, civil society, sponsors and European networks;
• Ensure risk management, organisational resilience and crisis preparedness;
• Help shape the long-term legacy of Larnaca 2030 after the title year.
• He/she is accountable to the Organisation's Board of Directors for:
(a) The sound and effective organisation, management, supervision and coordination of the Organisation's services, sectors and activities, and
(b) The implementation of legislation relating to the functioning of the Organisation, as well as the execution of decisions and implementation of the policy of the Board of Directors.

Profile and qualifications
Candidates must have:
• Experience in a senior administrative or management position, preferably in services, organisations or legal entities with a focus on culture or in other large public organisations;
• Knowledge of financial management, public administration and governance, as well as the management of large budgets and teams of employees.
• Ability to translate strategic visions into operational structures;
• Excellent communication and leadership skills;
• Good knowledge of the European cultural context and the European Capital of Culture institution;
• Understanding and ability to perceive the vision and programme of Larnaca 2030.
• High sense of ethics and public responsibility.

Required qualifications:
• University degree or equivalent qualification in one of the following subjects or a combination of these subjects: Public Administration, Business Administration, Economics, Law, Engineering.
• At least ten years' experience in a position of responsibility, including at least five years' experience in supervisory/administrative duties involving planning, organisation, leadership, coordination and control of work
• Excellent knowledge of Greek and English;
• Knowledge of additional foreign languages is considered a strong advantage;
• Preference will be given to candidates with a diploma or postgraduate degree in a subject related to the topics mentioned in the paragraph, obtained after at least one academic year of study.

Salary/benefits: based on qualifications and experience (from €75,000 to €80,000 gross annual income. The above salary also includes a thirteenth month's salary).

Head of Communications - Marketing Position
The Head of Communications and Marketing for the organisation is responsible for the strategic planning, coordination and implementation of the overall communications, promotion and branding strategy for Larnaca 2030 at local, national, European and international levels. The position contributes significantly to the public image, recognition, attractiveness to visitors and sponsors, and international appeal of the European Capital of Culture.

The Head of the Communication and Marketing Department reports to the Chief Executive Officer and collaborates with the Artistic Director and the individual teams of the Organisation.

Some of the main responsibilities of the Head of the Communication and Marketing Department:

• Develops and implements strategies to promote the Organisation's objectives and the operational procedures of his/her Department.
• Establishes advertising and marketing objectives and policies and ensures their achievement.
• Develops relationships with prospective partners, investors, individuals or legal entities wishing to invest or advertise through the Organisation and creates strong partnerships with them.
• Monitors and analyses data within their area of expertise to identify trends, opportunities and challenges in order to help the Organisation fulfil its obligations.
• Analyses financial data and market trends with the aim of further improving, developing and identifying new potential customers and new business opportunities.
• Monitors the Department's performance and financial results and prepares relevant reports for the Organisation.
• Collaborate with the marketing team and other departments of other partners, organisations or entities in Cyprus and abroad with the aim of attracting investment.
• Plan and implement the communication, marketing and branding strategy of Larnaca 2030, in accordance with the Bid Book and the objectives of the institution.
• Develops and manages the Larnaca 2030 brand identity, ensuring consistency across all media and actions;
• Oversees media communications, public relations, press releases and crisis management;
• Oversees and coordinates digital platforms (website, social networks, digital campaigns) and content produced;
• Plans and implements the Organisation's sponsorship and partnership strategy, in collaboration with the General Management and the President of the Organisation;
• Develops and coordinates actions to secure private sponsorship, donations and strategic partnerships at local, national and international level;
• Define sponsorship packages and value propositions, ensuring their compatibility with the public nature and values of the European Capital of Culture.
• Collaborate with the European and international communication networks of the European Capital of Culture institution;
• Manage external partners (communication agencies, creative agencies, production media);
• Prepares and monitors the marketing and communications budget, in collaboration with the General Management and the President of the Organisation;
• Contributes to shaping the strategic legacy and international image of Larnaca after 2030.
• Performs general duties as determined by the Director General and the President of the Organisation.

Profile and qualifications.
Candidates must have:
• Proven professional experience in a marketing, communications or public relations position, preferably in cultural or public organisations;
• Excellent knowledge of modern digital tools and means of communication;
• Ability to manage multiple projects and tight deadlines;
• Creative thinking combined with organisational and analytical skills;
• Excellent communication and collaboration skills.
• Ability to prioritise and manage tasks effectively.
• Ability to work in a dynamic and constantly evolving environment

Required qualifications:
• Degree in fields such as marketing, communications, information technology, media or other related fields.
• At least 10 years of relevant professional experience;
• Excellent knowledge of English;
• Excellent knowledge of Greek;

Salary/remuneration: Amount from €40,000 to €45,000 (as gross annual income) depending on qualifications and experience. The above amount also includes the thirteenth month's salary.
