Cáceres 2031, an office for Cultural activation

The Cáceres 2031 Consortium has put up for tenders to implement this project, which responds to a demand from the cultural sector and represents a tangible legacy of the Cáceres 2031 process. The Office for Cultural Activation and Citizen Participation of Cáceres 2031 is taking its first steps, thus launching one of the tools planned for the development of Cáceres' bid to become the European Capital of Culture in 2031. This anticipates structures that extend beyond the European evaluation timeline. The creation of the Office responds to a demand from the cultural sector of Cáceres and Extremadura and represents a tangible legacy of the Cáceres 2031 process in the city.

Specifically, the Cáceres European Capital of Culture 2031 Consortium has launched a tender on the Public Sector Procurement Platform for specialized technical assistance services to implement and develop the Office for Cultural Activation and Citizen Participation for the “Cáceres, European Capital of Culture 2031” project. The announcement was formalized on February 12th, 2026, and establishes an initial implementation period of one year in the city of Cáceres.

The purpose of the contract is to provide the Cáceres 2031 project with a technical structure that promotes cultural activation and citizen participation, consolidating coordination mechanisms with the local cultural sector. The Office will act as an operational instrument to channel proposals, support initiatives, and strengthen the involvement of cultural agents, social organizations, and citizens in the development of the program linked to the candidacy.

The general coordinator of the Cáceres 2031 Consortium, Iris Jugo, recalled that both the need for and the name of this office arose “in a meeting with cultural stakeholders.” In practice, the Cultural Activation Office will unify the cultural offerings of the Cáceres City Council, the Regional Government of Extremadura, and the Provincial Councils in a single location. Furthermore, its mission will be to support those who wish to promote cultural management projects and will also serve as a “meeting point with the public.”

“It is a long-term project, symbolizing the union of many forces, the enthusiasm of many people and organizations, and the realization of a future that I believe will be culturally, artistically, and humanly more prepared and more cohesive in Extremadura,” Jugo added.

Call for proposals details

The call for proposals establishes professional experience and qualifications, as well as the financial offer, as the award criteria. It also requires that the responsible personnel hold a university degree related to the field of culture and citizen participation. The contract has a base bid price of €34,122 and bids may be submitted until February 26, 2026, exclusively in electronic format through the Public Sector Procurement Platform.
